Friday begins the states fiscal year and is also the day when numerous new laws the General Assembly enacted earlier this year take effect.
One that will directly affect numerous Hoosiers is a ban on texting while driving. Though skeptics have questioned how police can enforce the law – texting is illegal, dialing a cell phone number isnt – advocates believe simply having the law will reduce the deadly practice.
Among other laws that go on the books beginning Friday:
Local governments can no longer regulate where citizens with permits carry their handguns, except for buildings that house courts. Critics believe that will also render moot local ordinances that ban firing a weapon within city limits. The law also allows people without permits to carry guns in their cars.
Hoosiers with convictions on misdemeanor charges and the lowest level of felonies more than 8 years old can begin petitioning courts to seal their conviction records. After the petition is approved, this ill-conceived law covering up official court records allows convicted criminals to state on job applications that they have never been convicted.
The records are not expunged; they are still available to government agencies.
Contracts between school boards and teachers unions signed July 1 or later will be limited to pay and benefit issues only.
Unemployed Hoosiers who enroll in state-supported job-training programs will be required to submit to a drug test.
Teacher contract
Teachers in Fort Wayne Community Schools will meet at Anthis Career Center today to learn details of the tentative contract agreement between the school district and the Fort Wayne Education Association.
After a presentation and question-and-answer period, the teachers will be asked to vote on the proposal.
If the contract is ratified by teachers, it will be presented to the school board at its meeting this evening.
New government homes
City and county offices moved to the Citizens Square building while construction continued, and now the building is ready for its grand opening.
Local officials are holding an open house at the building, 200 E. Berry St., from 5 to 7 p.m. today, with a ribbon-cutting at 5:15 p.m. Free parking is available in the lot on the north side of Citizens Square and the lot east of the History Center, plus street parking is free after 5 p.m.

The explosion of bigger, better, stronger doubles monthly, so we need to try to use them in the classroom (or honestly, we won't be prepared). LeafSnap, your electronic field guide, is a great app; switch from your computer to your iPad (newest computer/camera?) and connect it to your projector.
