Rochester a magnet for skilled immigrants

Since the 2010 census provides only a limited look at immigration patterns, the new Brookings Institution report turned to annual census surveys to help analyze immigrant populations.
The estimated 65,141 foreign-born residents who live in Monroe, Livingston, Ontario, Orleans and Wayne counties account for about 6 percent of the total population of this region.
Brookings derived a skilled-labor ratio of 140 for this metropolitan area by dividing the 17,404 college-educated immigrants by 12,396 lacking a high school diploma. The largest segment of immigrants — 24,583 residents — has a high school diploma or some college education.

Whether they were skilled workers from Germany making spectacles for Bausch & Lomb Optical Co. or, later on, Italian immigrants working as tailors for Hickey Freeman, Rochester — the birthplace of many companies of national note — attracted newcomers seeking opportunity. "They are a continual source, giving new blood, new ideas and new direction," said former city historian Ruth Rosenberg-Naparsteck.

Searching for opportunity brought Bolgen Vargas from the Dominican Republic to the United States as a teenager more than three decades ago, in a journey that has led to his recent appointment as interim superintendent of the City School District.

"I said that I fell in love with this country and a woman from Pennsylvania who became my wife," he recalled.

Work connection

In addition to attracting faculty and researchers with special skills, RIT and UR draw students from abroad, with each institution expecting more than 1,500 students this coming school year. Although many of these students eventually return to their homeland, some stay on for at least several years working with local companies that benefit from their skills.
